Teacher Residency Program Manager

Position Summary

Under the general supervision of the Deputy Superintendent and primary oversight by the Statewide Residency Technical Assistance Center (SRTAC) Northern California Hub Lead, the Teacher Residency Program Manager organizes and oversees teacher residency expansion grant and provides primary leadership for the Northern California Education Specialist Teacher Residency Consortium (NCESTRC) as well as the HCOE internal residency programs in P-3, special education and school nursing. Additionally, this position will be responsible for the Education First grant (exploration of teacher apprenticeships) and they will assist with technical assistance for teacher residencies within the Northern Region for the State Residency Technical Assistance Center’s (SRTAC).

Distinguishing Characteristics

This position will work collaboratively with Institutions of Higher Education (IHEs), County Offices of Education (COEs), Local Education Agencies (LEAs), and various other partners in the NCESTRC in the northern region of California in the development and support of teacher residency programs and residency to apprenticeship pathways. This position requires a highly collaborative individual who has a demonstrated record of leadership in program and budget development grounded in equity and inclusion. This is a grant funded position through 2029.

Supervision Received and Exercised

This person works under the general supervision of the Deputy Superintendent and primary oversight by the SRTAC Northern California Hub Lead.

Examples of Duties & Responsibilities

Duties and responsibilities may include, but are not limited to, the following:

  • Plans, organizes, and directs the work of the NCESTRC. Responsible for mentor teacher development and professional learning for mentors and school leaders within the NCESTRC and throughout the northern region.
  • Serves as the liaison between HCOE, NCESTRC and IHE partners in teacher residency work.  Provides leadership and facilitation toward the successful implementation of a large consortium of educational partners.
  • Represents HCOE and the northern hub of SRTAC in the partnerships surrounding teacher residency to apprenticeship programs.
  • Assists SRTAC Northern California Hub Lead in the support and development of teacher residencies through SRTAC in the northern region.  Implements technical assistance to LEAs in accordance with SRTAC goals and objectives as outlined by Commission on Teacher Credentialing (CTC) and the SRTAC logic model.
  • Maintains current knowledge and interprets applicable rules, regulations, policies, procedures, contracts, state and federal laws, codes and regulations specific to SRTAC needs.
  • Develops and maintains partnerships with appropriate external agencies, universities and others to support residency programs across the northern region.
  • Participates, coordinates and conducts a variety of meetings, staff development, orientations, committees, trainings, workshops and/or conferences. Presents materials and information concerning SRTAC services, operations and activities  to staff, supervisors, and school communities.
  • Communicates with administrators, other personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts and exchange information.
  • Operates a variety of office equipment, including a computer and assigned software programs; operates media equipment, such as a projector and others as needed for presentations; drives a vehicle to conduct work as assigned.
  • Represents HCOE, NCESTRC, and SRTAC at local, regional and state meetings, conferences, in-services, boards, councils and events as approved by the supervisor.
  • Develops key partnerships, providing residency grant support, implementation and monitoring of best practices.
  • Collaborates to support residency programs across a multi-county region in Northern California.
  • Seeks out grants and resources to establish and operate various supports related to residency work including the design and development of teacher residency to apprenticeship programs; serves as a liaison between the Humboldt County Office of Education (HCOE), and key partners.
  • Maintains and builds new partnerships with supporting agencies, such as regional institutions of higher education (IHE), community colleges and non-governmental agencies.
  • Holds responsibility for NCESRC and Education First grant reporting, as well as documenting work for the Northern Region of SRTAC.
  • Develops short-term and long-term goals and strategic plans to create and sustain the HCOE Teacher Residency Expansion Grant and the NCESTRC residency program; and performs other related duties as assigned.
  • Performs related duties as assigned.

Education and Experience

  • Any combination equivalent to a Master’s degree in education or related field.
  • Five (5) years increasing responsibility and experience in leadership administration, professional staff development, residency programs, collaboration with universities, community colleges, curriculum development or credentialing at a COE site and/or district level.

License and Other Requirements

  • Valid California Elementary, Secondary Teaching Credential or Special Education Credential
  • Valid California driver’s license

Other Requirements:

  • Must be fingerprinted and a satisfactory Department of Justice records check must be received by HCOE prior to employment.
  • TB testing and/or risk assessment will be required upon employment.
  • Must pass a pre-employment physical (if applicable).
