The Golden North Regional Technical Assistance Center (RTAC) is made up of a consortium of organizations in Northern California to provide technical assistance to applicants and grant recipients seeking to establish or expand pathway programs under the Golden State Pathways Program in the Far North region of California.

What is the Golden State Pathways Program?

The Golden State Pathways Program (GSPP) provides funding to seamlessly link K–12 education, postsecondary education, and careers in high-wage, high-skill, high-growth industry sectors.

  • An integrated sequence of rigorous coursework that includes:
    • The full A-G course sequence;
    • At least 12 postsecondary credits, career technical education (CTE) coursework;
    • An additional element of California’s College/Career Indicator (CCI).
  • Work-based learning, with an emphasis on internships and apprenticeships;
  • Comprehensive student supports.

Expected Outcome 1: Integrated Program of Study

How will your GSPP provide or expand an integrated program of study, inclusive of A-G courses[1] and one or more of the following academic and career-readiness standards as defined in the College/Career Indicator (CCI) associated with the California School Dashboard:

  • Leadership/Military Science
  • Pre-Apprenticeships
  • College-Ready score on the Smarter Balanced Summative Assessments in English Language Arts/Literacy and Mathematics (Grade 11)
  • State and Federal Job Programs

Provide a work plan including a timeline and a description of proposed activities.

Include activities that occur during the school day and/or through expanded and extended learning opportunities. California Education Code (EC) Section 53023 (a)(1)

Expected Outcome 2: Postsecondary Credits

How will your GSPP provide an early college credit opportunity to earn at least 12 postsecondary credits that are applicable toward the completion of a degree, certificate, or credential? Examples include, but are not limited to, dual enrollment, Advanced Placement, and International Baccalaureate courses.

Describe how you will establish, expand, or maintain your College and Career Access Pathways Partnership Agreement with your local community college district? EC Section 53023 (2)

Expected Outcome 3: Work-based Learning Experiences

How will your GSPP provide or expand work-based learning experiences in partnership with regional businesses and industries, state and local governmental entities, and nonprofit and community-based organizations? EC Section 53023 (a)(3)

Provide a work plan including a timeline and a description of the following types of activities:          

  • Career awareness and exposure
  • Internships, pre-apprenticeships, and/or apprenticeships
  • Other relevant work-based learning opportunities
Expected Outcome 4: Integrated Support Services

How will your GSPP provide or expand integrated support services necessary to address a pupil’s social, emotional, and academic needs including underrepresented student populations? EC Section 53023 (4)

Expected Outcome 5: Industry Connected Pathways

How will your GSPP develop or expand industry-connected pathways that integrate standards-based academics with a career-relevant, sequenced curriculum? EC Section 53023 (4)(b)

Describe how you will align pathways to high-skill, high-wage, and/or high-demand occupations.

Expected Outcome 6: Articulated Pathways

How will your GSPP align and articulate pathways with both postsecondary and business partners?

How will you ensure programs are sequential and that the curriculum aligns with industry standards and competencies? EC Section 53023 (4)(c)

Expected Outcome 7: Collaboratively Build Pathways

How will your GSPP collaborate with other local educational agencies, postsecondary partners, local and regional employers, and other relevant community interest holders? EC Section 53023 (4)(d)

Expected Outcome 8: Sustain GSPP Ongoing Operations

How will you leverage available resources and/or in-kind contributions from public, private, and philanthropic sources to sustain the ongoing operation of your GSPP?  EC Section 53023 (4)(e)

Describe how you will create cohesion between GSPP and other state grant programs including but not limited to, California Career Technical Education Incentive, K–12 Strong Workforce, California Partnership Academies, Specialized Secondary Programs, and more. (If you do not receive other state funding, please explain in response.) EC Section 53025 (d)(5)

Expected Outcome 9: Maintain Data Records

How will your GSPP collect data, track progress, measure success, and make data-informed decisions? EC Section 53024 (c)(1)

GSPP reporting assurances require LEAs to collect data and maintain records on the following:

  • GSPP pupil academic performance indicators, including information disaggregated by pupil subgroups.
  • The number and rate of school and GSPP program graduates by pupil subgroups.
  • The rate of GSPP pupils (disaggregated) completing the courses to meet the A–G course requirements needed to be eligible for admission to the University of California or the California State University at the participating school site.
  • The number of postsecondary credits earned by GSPP pupils.
  • The number of internships and apprenticeships completed by GSPP pupils.
  • Number of CTE courses completed by GSPP pupils.
  • Attainment of certificates, credentials, and degrees by GSPP pupils.
  • Postsecondary enrollment, or pupils who meet the requirements to successfully transfer to a four-year university.
  • Transitions to employment, apprenticeships, or job training in the industry sector related to GSPP educational pathway program(s).
  • The number of pupils completing CTE coursework.
  • The number of pupils completing a CTE pathways consisting of a sequence of two or more CTE courses in the same CTE subject matter discipline. EC sections 53024 (c)(1) (a-h)
