Classification: Certificated Management
Under the general direction of the SELPA Director, the SELPA Program Director is responsible for a variety of different SELPA programs and responsibilities including planning, implementation, monitoring of services, budgets, and staff.
EDUCATION AND EXPERIENCE
- Minimum 5 years of teaching and/or relevant work experience in special education
- Increasingly responsible administrative/coordination experience working with educational programs and services
LICENSES AND OTHER REQUIREMENTS
- Pupil Personnel Services (PPS) credential in school psychology, school counseling, or school social work or valid California credential in the area of Special Education
- California licensure as an MFT (Marriage and Family Therapist), LCSW (Licensed Clinical Social Worker), or Licensed Psychologist is highly desirable
- Valid Administrative Services Credential Preferred, meet the criteria to obtain one, or other appropriate certification as determined by the SELPA and HR Department
- Valid California driver’s license
- Principles, techniques, and trends in counseling, behavior intervention strategies, ERICS best practice strategies, and educational strategies to assist students
- The biological, behavioral, and environmental aspects of emotional disturbances under IDEA
- The scope and activities of public and private health and welfare agencies and other available community resources
- Principles and techniques of consultation within an educational community
- Development and maintenance of cooperative, constructive, relationships with students, school staff, parents, members of other professional disciplines, and agencies
- Knowledge of applicable laws and regulations of Special Education and General Education, including but not limited to IDEA, 504, LCFF
EXAMPLES OF DUTIES
- Pre-referral screening with school district personnel for eligibility for ERICS under AB 114
- Attend IEPs as appropriate and as requested by the SELPA Director
- Provide monthly oversight/collaboration of SELPA programs (ERICS, Behaviorist Services, Certified Behavioral Support Technician Services, Low Incidence Services)
- Identifying professional development needs both for SELPA staff and district staff and conducting or arranging for staff development as appropriate
- Conduct SELPA staff development as appropriate in the areas of mental health, development and dysfunctions, CPI/protective safety strategies, social skills development, LRE interventions, parent intervention strategies, etc.
- Coordinates with SELPA Director to effect student transitions when needed to more intensive settings, e.g. NPS (Non-Public School) or residential placement; or less intensive settings, e.g. district special education services
- Responsible for ensuring compliance with federal and state regulations as well as local policy and procedures.
- Provide coordination with outside agencies, e.g. County Mental Health, private non-profit agencies, residential agencies: to maintain legal compliance, and high-quality services for students
- Coordinate with local agency efforts to serve and maintain students in the least restrictive environment possible, e.g. NPAs regional center, private providers
- Assist the SELPA Director with the development of MOUs (memorandum of understanding) for services
- Assist in the personnel evaluations and supervision of SELPA staff
- Provide consultation services to district staff, parents, and agencies
- Attend SELPA meetings as appropriate or at the request of the SELPA Director.
- Assist SELPA Director with the development of policies and procedures
- Maintains current records on students receiving ERICS in the SELPA
- Provides quarterly reports on the scope and effectiveness of ERICS and Behavioral Services to SELPA Director
- Facilitation and Mediation of IEPs when requested by SELPA Director
- Serves as a member of the HCOE Leadership Team
- Actively engages in an ongoing program of professional development to maintain and improve management skills and leadership abilities
- Participates in appropriate regional and statewide professional meetings
- Performs other duties as required or requested by SELPA Director
- Individuals who serve as Program Director 1 provide services in the office as well as in various sites throughout the county, sometimes serving multiple sites in a single workday. Public speaking skills, group problem solving and leadership ability, the ability to communicate effectively in writing, and the capacity to maintain a personal demeanor during periods of peak workflow and perform efficiently within restricted timeframes are critical factors for success in this position.
- Individuals who serve as certificated management personnel must be willing to modify days/hours and to work additional days/hours on occasion with appropriate compensation and be willing to travel using their own transportation with mileage reimbursed, or county office fleet vehicle, as the job may require.
