Fiscal Systems Support Specialist- Information Technology Department

Job Summary

Under the supervision of the External Business Manager and in coordination with the Financial Systems Support Coordinator, the Financial Systems Support Specialist takes a lead role in providing support for financial and reporting software applications, including training, , and documentation of system processes. This position provides support to the users of the financial system at the county office of education, local school districts and charter schools.

Distinguishing Characteristics:

This is a mid-level position which requires independent decision-making.  A Financial Systems Support Specialist requires a thorough understanding and ability to analyze internal operations of a financial system from the business user’s perspective related to budget, accounting, payroll, position control, and purchasing. This position works closely with the Financial Systems Support Coordinator.

Essential Duties:

  • Provides day-to-day technical systems support to users for all financial and HR/payroll applications.
  • Acts as an information resource to HCOE, school district and charter school employees throughout Humboldt County for financial systems software applications; researches and resolves software problems; and incorporates answers to repeated questions into training program.
  • Reviews, defines and communicates system issues; functions as software liaison for user support.
  • Develops workshop curriculum, written documentation and materials for user training for various software applications;
  • Attends workshops and seminars to remain current on computer applications; disseminates information to other employees and LEAs.
  • Composes correspondence and maintains records related to area.
  • Implements fiscal year changes in financial and payroll software.
  • Performs itinerant functions for local school districts and charter schools related to payroll, accounts payable/receivables and budget.
  • Makes arithmetical computations and reviews transactions for arithmetic correctness and compliance with legal requirements;
  • Documents procedures and takes the lead in upkeep and organization of the Business Services SharePoint and Hub.

  • Financial procedures, practices and processes
  • Payroll and accounts payable/receivable processing;
  • Bargaining agreements;
  • Budget development and monitoring;
  • Laws and regulations pertaining to specific duties;
  • Complex computerized information systems and applications;
  • Problem research techniques;
  • Office practices, methods and procedures.

Ability to:

  • Respond promptly to internal and external requests; provide needed information, assistance, training, materials and resources.
  • Prepare, process and verify one’s own alpha and numeric information rapidly and accurately at an acceptable standard of efficiency and to meet assigned timelines;
  • Analyze data to detect and correct errors;
  • Communicate effectively and offer technical assistance in specified areas to district and other management personnel;
  • Facilitates meetings and trainings both virtually and in-person;
  • Use computer equipment, peripherals and software applications;
  • Audit the work prepared by other school personnel;
  • Follow written and oral instructions;
  • Work independently with little direction;
  • Prepare, organize and maintain records and files;
  • Establish and maintain cooperative and effective working relationships;
  • Organize and prioritize work;

Minimum Qualifications

Education and Experience:

  • Associate’s degree in Business Administration, Accounting, Data Analytics or a related field and two (2) years of equivalent related experience,

OR

  • Three (3) years related experience with increasing responsibility working in financial systems.

Preferred Qualifications:

  • Experience working in a school district or county office of education.
  • Experience working in Frontline ERP (formerly Escape).

Working Conditions:

With or without accommodation, this position includes prolonged periods of standing or sitting, frequent walking, and occasional bending, stooping, and reaching. The employee must be able to lift, push, and pull objects up to 30 pounds. Visual and auditory abilities, along with finger dexterity for computer work, are required to perform essential job functions.

Other Requirements:

  • Must be fingerprinted and a satisfactory Department of Justice records check must be received by HCOE prior to employment.
  • TB testing and/or risk assessment will be required upon employment.
  • Other requirements as appropriate for the job responsibilities.

Special Requirements

This position may require travel to/from a primary worksite to select field locations. Therefore, a valid California Driver’s License would be required.
