Position Summary
The Learning Specialist shall provide expert consultation and specialized training to school district and county office personnel related to Environmental Literacy and Place-Based Learning. The Learning Specialist will work in partnership with local teachers, administrators, instructional coaches and staff, as well as other county offices and state or community organizations.
This job reports to the Director of Learning Support Services.
Examples of Duties and Responsibilities
- Advises school district faculty, administrators, staff and others for the purpose of providing content expertise and ensuring implementation of programs in compliance with laws and regulations.
- Collaborates with others (e.g. administrators, school district personnel, school leadership, outside organizations such as non-profits, municipal/government agencies, general public, etc.) for the purpose of implementing and maintaining services and/or programs.
- Coordinates program components, support needs and materials (e.g. staffing, scheduling, managing communications, negotiating contracts with vendors, reserving space, obtaining supplies, etc.) for the purpose of meeting instructional needs of local school districts and students and promoting environmental literacy.
- Facilitates professional development meetings, workshops, and seminars (e.g. group trainings, classroom coaching sessions, partnership meetings, etc.) for the purpose of building relationships and meeting program objectives.
- Monitors assigned programs and/or activities (e.g. effectiveness, participation levels, etc.) for the purpose of ensuring that performance objectives are met within budget and in compliance with established operational practices.
- Monitors fund balances of assigned programs and related financial activity (e.g. grant funding, vendor contracts/costs, etc.) for the purpose of ensuring that expenses are within budget limits and/or fiscal practices are followed.
- Participates in meetings, workshops, trainings, and seminars (e.g. curriculum/instruction team, professional group meetings, board meetings, etc.) for the purpose of conveying and/or gathering information required to guide environmental literacy programs.
- Prepares a variety of written materials (e.g. instructional material guidelines and requirements, curriculum standards, assessment tools, staff reports, correspondence, information releases, website content, etc.) for the purpose of providing training, up-to-date reference, and communicating program results.
- Presents information to educators, public agency representatives, and the general public (e.g. projects, events, curriculum, funding status, participation levels, etc.) for the purpose of promoting programs, gaining feedback and complying with established internal controls.
- Researches, writes and presents grant information for the purpose of securing alternative funding.
- Responds to inquiries from a variety of internal and external sources (e.g. parents, students, teachers, staff, outside agencies, etc.) for the purpose of providing content expertise, information and/or direction.
- Provides services in the office as well as in various sites throughout the county, sometimes serving multiple sites in a single workday and must be willing to travel;
Qualifications
Knowledge of:
- Instructional Coaching practices.
- Environmental Education.
- Typical computer software applications, including Outlook, Word, Excel and Google Suite;
Ability to:
- Communicate effectively with professional staff and representatives of other agencies in written and oral form;
- Create small and large group presentations, including demonstration of teaching skills and workshop/conference speaking;
- Communicate effectively in writing, have the capacity to maintain personal demeanor during periods of peak work flow and perform efficiently within restricted timeframes are critical factors for success in this position;
- Lead group problem solving sessions.
Education and Experience
Minimum required:
- Bachelor’s degree.
- Possess a current California Teaching Credential.
- Possess at least 5 years of successful teaching experience.
- California Teachers of English Learners (CTEL) and/or Cross-cultural Language and Academic Development (CLAD) Certificate.
Preferred:
- Possess specialized skills, specific experience and advanced training and/or certification within one or more core academic areas of the school curriculum.
- Related Master’s Degree.
- Preliminary California Administrative Services Credential.
Working Conditions (Work Environment)
The Learning Specialist provides services in the office, as well as in various sites throughout the county, sometimes serving multiple sites in a single workday. This position may be required to adjust work hours in a reasonable manner to accommodate program needs.

- Sit, stand and/or move about for extended periods;
- Visual acuity to read and write printed materials and computer screens;

Other Requirements
- Must be fingerprinted and a satisfactory Department of Justice records check must be received by HCOE prior to employment.
- TB testing and/or risk assessment will be required upon employment.
- May be required to drive with or without students; some positions may require a California driver’s license, proof of insurance and possible participation in the DMV PUll Notice Program once employed.
- Willingness to modify days/hours and to work additional days/hours on occasion with appropriate compensation and be willing to travel using own transportation with mileage reimbursed, or county office fleet vehicle, as the job may require.
