Position Summary
Under the direct supervision of the SELPA Director, provides technical assistance to school administration and special education staff on implementation and monitoring of the Individual Evaluation Plans (IEP/ITP). The position will oversee and monitor compliance reporting for special education programs, promote quality of programs and services at the SELPA, County and District level. It would also include gathering, analyzing and inputting data, to include but not limited to, Non-Compliance Reports, Performance Indicator Review (PIR), Disproportionality Review and CALPADS Data Collection. In addition, the position will provide support to districts with implementation of the Multi-tiered System of Support (MTSS) data.
Minimum Qualifications
- Must hold a valid CA teaching credential in either Multiple subjects or a single subject with Mild/Moderate or Moderate/Severe credential preferred.
- Knowledge of laws and regulations governing special education, provisions of the Education Code, board policies, regulations, statutes and State and Federal laws.
- Successful experience and depth of knowledge of Special Education.
- Ability to work independently and effectively with others, having strong and positive interpersonal skills
- Strong organizational ability
- Ability to analyze and evaluate special education programs and data for compliance and recommend corrective action or resolution
- Effectively plan, schedule, coordinate and conduct workshops and meetings for individuals and/or groups
- Demonstrate excellence in oral and written communication
- Demonstrate a leadership style that exhibits integrity, honesty, trust and transparency.
- Write complex, comprehensive technical and informational reports for a variety of audiences and display information and data in its most meaningful and understandable format.
- Complete multiple simultaneous assignments with close attention to schedules and deadlines.
Additional Preferred Qualifications
- Microsoft Office including extensive Excel and Power Point experience and utilization of the internet as a resource tool for work-related projects.
- Modern office procedures, practices and equipment, including filing systems, telephone techniques and letter and report writing.
- Special Education Information System (SEIS) extensive experience including creating searches and queries related to data collection and reporting.
Duties and Responsibilities
- Assist districts in preparing for the State Coordinated Compliance Reviews but not limited to Reports, Verification Review and Disproportionality Reports.
- Serve as liaison with schools, districts, the California Department of Education, SELPA and various outside agencies.
- Prepares Federal and State reports as required.
- Conduct in-services and training sessions regarding special education processes, regulations, activities and related matters.
- Provide technical assistance and consultation services for school districts and agencies.
- Participate in and/or lead staff development programs.
- Travel to assigned school sites on a regular basis.
- Provide new special education staff in-service and support.
- Attend a variety of meetings as required or requested including staff district, regional and other meetings.
- Assist the SELPA Director in monitoring local plan implementation, legal compliance and data collection.
- Serves and/or attends committees, job related meetings and activities, as specified.
- Performs other activities and related duties as required or assigned by the SELPA Director.
- Establish and maintain effective working relationships with those contacted in the course of work including the general public.
- Remains cognizant of educational developments by maintaining professional memberships and contacts.
Additional Requirements
Individuals who serve as SELPA Compliance Support Specialist provide services in the office as well as in various sites throughout the county, sometimes serving multiple sites in a single workday. Public speaking skills, group problem solving and leadership ability, the ability to communicate effectively in writing, the capacity to maintain personal demeanor during periods of peak work flow and perform efficiently within restricted timeframes are critical factors for success in this position.
Individuals who serve as certificated personnel must be willing to modify days/hours and to work additional days/hours on occasion with appropriate compensation and be willing to travel using own transportation with mileage reimbursed, or county office fleet vehicle, as the job may require.
