LCAP - Local Control Accountability Plan
As part of the Local Control Funding Formula (LCFF), school districts, COEs, and charter schools are required to develop, adopt, and annually update a three-year Local Control and Accountability Plan (LCAP), beginning on July 1, 2014, using a template adopted by the California State Board of Education (SBE). The LCAP is required to identify goals and measure progress for student subgroups across multiple performance indicators.
Core Growth Early Learning Assessment Suite
The Coregrowth Assessment System is a suite of tools developed by teachers to measure kindergarten readiness, establish entry-level benchmarks, and assess TK through Grade 2 students over the course of the year. Teachers use a web-based system to record assessments which automatically complete progress reports that reflect the data entered each trimester. The measures on the assessments reflect California state standards and the Preschool Learning Foundations.
Kindergarten Screening Tool
Imagine screening all of your incoming TK and K students before school starts for academic as well as social- emotional readiness and being able to start teaching the day school begins. The Kindergarten Screening Tool or KST is an 18 item screening tool, designed to provide a snapshot of a child’s skills as they enter Transitional Kindergarten or Kindergarten.
Full Year Assessment Tools
The Full Year Inventory (FYI) is designed to offer TK-2 teachers the opportunity to assess their students over the course of the school year utilizing a computer or tablet. The data collected through these assessments is integrated into a progress report card three times per year.
Williams Settlement
The Williams, et al., vs. State of California case was filed as a class action in 2000. The basis of the lawsuit was that the agencies failed to provide public school students with equal access to instructional materials, safe and decent school facilities, and qualified teachers.
As a result of the Williams case, CDE has changed the School Accountability Report Card to help all schools report the overall condition of their facilities, the number of teacher misassignments, and the availability of textbooks or instructional materials. The County Office of Education audits schools each year to verify compliance in these areas and conducts on-site reviews of those identified by the CDE for Williams reviews.

Suspension/Expulsion Policies
Grounds for which a pupil may be suspended from school or recommended for expulsion are defined in California Education Code. Mandatory expulsions are identified in Education Code (EC) 48915(c). The County Office of Education School Board hears appeals of local district suspension and expulsion decisions.
