2024-2025 Humboldt Early Education Teacher Development Workforce Pathways Incentive Program
The Humboldt Early Education Teacher Development Pathways Program is a stipend program open to those teaching young children, including TK teachers, preschool teachers, teacher assistants, para-educators, family child care providers, family, friend, and neighbor caregivers, and college students in Humboldt County.
Applicants may be eligible for tuition reimbursement in one of the following areas:
- Pursuit of a Child Development Permit: Associate, Teacher, Master Teacher, or Site Supervisor
- TK teachers needing to complete 24 units for compliance with the TK teaching requirement
Guidelines for Participation:
This funding opportunity is open to educators working in Humboldt County, including family child care providers and family, friend, and neighbor caregivers who provide child care and accept some form of California early learning subsidy through a direct contract (CSPP/CCTR, voucher subsidy – Alternative Payment [CAPP]), Family Child Care Home Education Networks [FCCHEN], Migrant Alternative Payment Programs, Migrant Child Care [CMIG], Care for Children with Severe Disabilities [CHAN], and CalWORKs Stages 1, 2, and 3), Pre-K and TK teachers, and instructional assistants who work for a Local Education Agency (LEA), as well as college students living in Humboldt and enrolled in Early Childhood Education (ECE) courses or a teaching credential program.
Additionally, participants must meet one or more of the following eligibility requirements:
- The participant must be employed during the 2025-2026 program year in a licensed or license-exempt early learning setting/program/agency that is state-subsidized or accepts vouchers in Humboldt County as described above. OR pursuing an associate-level permit to work in a child care/preschool setting (must sign an agreement) OR teaching in a TK district classroom.
- The participant must work directly with children ages 0-5 years old for a minimum of 10 hours per week (waived for college student applicants and those pursuing an associate-level permit).
- The participant must be a TK-grade teacher or instructional assistant/paraprofessional employed at an LEA in Humboldt County.
- The participant must be enrolled in a junior college in an Early Childhood Education program or be enrolled and sign a statement that they are pursuing a permit/units for the purpose of teaching ( Junior College only).
Workforce Pathways Application Process:
- Submit an online Google Doc application (indicating how you are eligible).
- Identify which pathway you are pursuing in the application.
- Be formally accepted into the program.
- Sign a contract indicating your intent to complete the pathway.
- Complete the pathway requirements.
- Receive reimbursement at the end of the class.
Workforce Pathways Participation Requirements:
- Attend one orientation session prior to completing the application.
- Upon acceptance into the program, create a CA ECE Workforce Registry account.
- Complete the required HCOE Workforce Development Survey (beginning and end of program year).
- Submit Employment Verification (if applicable).
- Complete one module of CECO Training: “Creating Brave Spaces” or “Disrupting Implicit Bias in Early Care and Education.”
- Submit all required documents completed and signed by specified due dates (NO extensions).
- Upload certificates, transcripts (if applicable), and other documentation in the Workforce Registry.
- Meet with the HCOE lead at least once per program year.
- Submit employment verification documentation.
- Complete the requirements of the selected pathway.
